Reduce dependence on imported food by producing meat, grains, vegetables, and seafood locally under high-value-added schemes and with guaranteed access to key inputs like water and energy.

4. Activate the Logistic Potential of the Mexican Pacific
Establish a strategic hub for trade, production, and distribution with the capacity to connect via land and sea to the APEC market, leveraging the state’s privileged geographic location.

5. Promote Social Development and Retain Local Talent
Generate dignified jobs, train specialized labor, and strengthen technical education through partnerships with academic institutions—ensuring new generations find real opportunities for growth in their own land.

6. Develop a Replicable Model of Sustainable Infrastructure
Design and operate a production ecosystem that integrates desalination, renewable energy, agroindustry, and circular economy principles—ready to be replicated in other regions of the country facing similar challenges and opportunities.
